The Band of Wood Where Most Basements Leak
Basement and rim joist insulation targets the strip of framing that sits on top of the foundation. The rim joist is a single board between indoor air and a Minnesota winter, and it is full of gaps where the sill meets the concrete, where joists meet the band, and where pipes, wires and vents pass through. In a lot of St. Paul homes, that is where cold air comes in and warm air goes out all winter.
Why closed-cell foam
Fiberglass batts stuffed against a rim joist let warm, moist indoor air reach the cold wood behind them, where it condenses and can lead to damp or moldy framing. Closed-cell spray foam seals air and resists vapor at the same time. HomeGuide lists closed cell at about R-5 to R-7 per inch, so two to three inches makes a large difference.
Basement walls
For concrete or block walls, closed-cell foam or rigid board against the concrete keeps warm air off the cold surface. The efficientwindows.org summary of Minnesota's 2012 IECC-based code lists R-15/19 for basement walls in Climate Zone 6. If you plan to finish the basement, insulate first; it is far easier before studs and drywall go up.
Moisture first
We check for water before covering anything. Efflorescence, damp spots and stains on the walls point to water that needs to be dealt with outside, with grading, gutters or drain tile, before insulation goes on. Foam is not a fix for a leaking basement.
Frost and footings
Minnesota Rule 1303.1600 puts Ramsey, Washington, Dakota, Anoka and Hennepin counties in frost Zone II, with a 3.5-foot minimum footing depth. Ground that freezes that deep is one reason the top of the foundation and the rim joist above it get so cold.

Basement & Rim Joist Insulation Questions
Should I foam the rim joist before finishing the basement?
Yes. It is the easiest time to reach the whole band and the walls, and it avoids tearing out new drywall later.
Can I leave fiberglass batts in the rim joist?
We usually remove them. Batts let moist air reach the cold rim, where it can condense. Closed-cell foam directly on the wood is the better fix.
Does spray foam stop basement water leaks?
No. Foam is not a waterproofing product. Water coming through the wall needs to be handled outside first.
Does foam in a basement need to be covered?
In most cases yes. Foam in occupied spaces usually needs a thermal barrier such as drywall, and we note what applies on your quote.
